Can I eat the food and topper?

What is Elevate's story that makes you qualified to produce dog food? Is it made in a licensed pet food facility? My dog isn't active and this food seems to show active dogs. Can they eat it? Is Elevate for all life stages? Where is Elevate Pet Provisions based?
